Websteve over 7 years ago. Simply use Add - Circle then draw a new circle on Board Geometry / Outline for the cutout. Then use Edit - Z Copy, set the Options to Route Keepout / All and Expand the shape by a distance (say 0.5mm) and the select the outline. This creates a keepout for the cutout that will stop copper and tracks entering the cutout.
